Reaction Wheel Control System
Spins a reaction wheel inside rocket/payload to change angular velocity. Velocity control PID loop on wheel speed and another PID loop for position/angular velocity of vehicle. May use a lot of battery, need a fast motor or a big mass, fast motor (brushless) is probably easier.
